In reality, the entire campaign was a single pipe with many outlets.</p> <p>The pipe was <a href="https://pipelbiz.com/">PipelBiz</a> (פיפלביז), an equity crowdfunding platform founded in 2015 in Netanya. PipelBiz holds a licence from the Israel Securities Authority as a רכז הצעה — an &ldquo;offer coordinator&rdquo; — making it the first such entity in Israel. Under the <a href="https://www.nevo.co.il/law_html/law01/501_624.htm">Securities Regulations (Offering Securities Through Offer Coordinator), 2017</a>, an offer coordinator must, among other obligations, &ldquo;take measures to prevent securities fraud as much as possible&rdquo; (ינקוט באמצעים כדי למנוע ככל האפשר תרמית בניירות ערך).</p>
